The National Public Contracts Authority is the independent statutory body responsible for awarding, regulating and overseeing all public-sector contracts above the statutory threshold. We exist to make sure every shilling of public money is spent openly, fairly and with full accountability.
Our mandate
Established by the Public Procurement and Disposal Act of 1998, the Authority operates independently of any ministry or procuring entity. Our remit covers the entire procurement lifecycle β from needs assessment and tender publication through evaluation, award, contract management and post-procurement audit.
We publish every awarded contract, run mandatory training for procuring officers, and adjudicate disputes brought by unsuccessful bidders. The Authority reports annually to Parliament through the Office of the Auditor-General.
Average evaluation cycle: 42 working days, down from 96 in 2010.
100% of tenders above threshold published on the Open Contracting Portal.
Annual reports tabled in Parliament and reviewed by the Auditor-General.
Leadership
The Authority is governed by a six-member Board appointed by the President on the recommendation of the Public Service Commission. Members serve staggered five-year terms.
